The Territorial Council of Gipuzkoa, as a provincial administration, has the responsibility to govern and administer the Historical Territory of Gipuzkoa, in the Autonomous Community of the Basque Country (Spain), by exercising various skills including that of the environment. Among other tasks, it is responsible for the development of the Plan for the Integrated Management of Urban Waste, of the coordination with municipalities and of the promotion of infrastructures and waste processing.

In Life LEMA, the Department of Environment and Hydraulic Works, being responsible for the management of the waste discharged on the beaches of Gipuzkoa, oversees the coordination of the project. The Council ensures the implementation of the actions and is the representative of LEMA’s group work to the European Community.
